Obama’s New World Order

President Obama released his blueprint last week for pursuing a new world order that offers no compelling vision to guide the ship of state. Rather it dangerously shifts our military’s focus from counterterrorism to nation building and subordinates aspects of our foreign policy to international organizations like the United Nations.

The 2010 National Security Strategy outlines Obama’s strategic approach and priorities for advancing American interests. Obama’s report, which is supposed to be submitted to Congress 150 days after the beginning of the administration, provides a bleak assessment of our current state, abandons key parts of President Bush’s security strategy and identifies Obama’s vision for a new world order with no new approaches.

Obama’s assessment of the current strategic environment is bleak. “We live in a time of sweeping change where events far beyond our shores impact the safety, security, and prosperity of Americans,” Obama writes.

His strategy calls for strengthening “our military’s capacity to partner with foreign counterparts, train and assist security forces, pursue military-to-military ties with more governments.” This means he will refocus military priorities away from more traditional war-fighting to nation building. Preparing other nations to defend themselves has merit but that mission shouldn’t sap scarce resources from more important missions.

Obama’s nation building plan is a whole of government effort. He intends to assemble a civilian expeditionary capacity to join the military in nation building as we have seen in Afghanistan and Iraq. Perhaps instead of sending that force to places like Sudan they ought to go to Louisiana to help clean-up the oil or to Arizona to guard our border.

He also states the risk of nuclear attack has increased since the Cold War and nuclear dangers continue to proliferate. We no longer fight wars over ideology, Obama explains, but “over religious, ethnic and tribal identity.” Inequality and economic instability have intensified and “the international architecture of the 20th Century is buckling under the weight of the new threats.”

President Obama’s strategy discards significant parts of his predecessor’s blueprint. He repudiates the Bush Doctrine of pre-emption by rejecting “the false choice” of “an endless campaign to impose our values.” This was a backhanded comment regarding Bush’s decision to invade Iraq.

He drops the concept of the global war on terrorism, arguing we are not waging a “global war against a tactic—terrorism—or a religion—Islam,” but a “war with al Qaeda.”

He also drops the use of the term “radical Islam” or “jihad” because as his spokesman explained, we don’t want “to validate the perception that Islam somehow justifies their violent actions.”

Obama restates his intent to close the prison for enemy combatants at Guantanamo Bay, Cuba. His spokesman argues the prison serves “as a recruitment and propaganda tool for terrorists” and endangers “our troops when they are captured” which has never been proven. An administration spokesman argues that moving enemy combatants to an Illinois prison—the proposed replacement site for Guantanamo—will cut our costs in half. However, he fails to mention the legal and terror threat implications associated with that move.

The President reaffirms his prohibition for “torture,” which allegedly some American interrogators used on al Qaeda suspects, including waterboarding the 9/11 mastermind Khalid Sheikh Mohammed. Obama claims such methods of interrogation “are not effective means of obtaining information” and they serve as a recruitment and propaganda tool for terrorists. He offers no proof for either claim.

Obama introduces his strategy with dreamy rhetoric that calls for Americans to “see the horizon beyond” our current situation to a world in which “America is stronger.” He calls for “a strategy of national renewal and global leadership” that rebuilds the foundation of “American strength and influence.” But his strategy is mostly generalities and devoid of substance.

Obama’s strategy puts America at the center of the world from which he intends to manipulate our international engagements to address global challenges. He promises to be “steadfast in strengthening old alliances” and expand cooperation with 21st Century centers of influence, such as Russia, China and India. His plan calls for building “deeper partnerships in every region,” and strengthening international institutions like the United Nations and the G-20, the top 20 economic nations, to be more capable of responding to challenges.

The blueprint outlines elements that advance America’s interests. On security he seeks to end the war in Iraq, defeat al Qaeda and its affiliates, and stop the spread of nuclear and biological weapons. He seeks a comprehensive Israeli-Palestinian peace based on a two-state solution and a broader engagement with Muslim communities to “spur progress on critical political and security matters.”

He wants to advance our prosperity by reducing dependence on foreign oil and cutting our budget deficit. He promises to spend taxpayer money wisely and get our allies to share more of the security burden.

Advancing a just and sustainable international order is an Obama priority. That includes expanding cooperation with nations like Russia, with which we have “reset” relations and pursuing international effort to combat climate change, beginning with the Copenhagen Accord.

But Obama provides little detail on how he intends to realize his global vision. His intentions for our military and engagement with international organizations are revealing and troubling.

“Our armed forces will always be a cornerstone of our security,” Obama writes. Then he outlines plans to “rebalance” our military’s capabilities. He wants our forces to excel at counterterrorism, counterinsurgency and stability operations. Those missions fit the current wars—Iraq and Afghanistan—but not the possible high-intensity conflicts against a near peer competitor like China. Obama promises “We will monitor China’s military modernization program and prepare accordingly to ensure that U.S. interests … are not negatively affected.”

Obama’s plan is to fight the last war over again—terrorism and insurgencies—an option the American people should reject. We need a “rebalanced” armed force that can field a credible full spectrum capability to respond to future challenges from counterterrorism to high-intensity conflicts, and helping others should be part of that strategy.

Obama’s blueprint also calls for significant engagement with international institutions. He naively hopes to galvanize collective international institutional action to resolve the most pressing challenges of our times.

He argues past administrations have engaged organizations like the United Nations “on an ad hoc basis.” He intends to strengthen institutions like the United Nations to “face their imperfections head on and to mobilize transnational cooperation.” Obama is right about the UN’s “imperfections” but it is not the place to mobilize cooperation, at least for America. The UN has proven to be a corrupt anti-Western arena for the world’s malcontents to waste our money on radical and inefficient programs.

“We need a UN capable of fulfilling its founding purpose—maintaining international peace and security,” Obama writes in his strategy. He says “we are enhancing our coordination with the UN … [and] paying our bills,” a dig at former administrations which fell behind on UN contributions. He also promises to help reform the organization’s “overall performance, credibility and legitimacy.” Rather than “enhancing our coordination with the UN,” we ought to distance ourselves from the world body and strengthen alliances elsewhere.

President Obama’s strategic blueprint is devoid of new approaches to solving our nation’s international issues and showing a clear military strategy that ensures our sovereignty. It’s full of rhetoric and little substance with which to guide the ship of state.

British Airways red-faced over faux image of Bin Laden boarding pass

It just seems like a bad time for any firm with the word “British” in its title. We know all too well the various setbacks experienced by the oil giant once known as British Petroleum; now British Airways has drawn much unwelcome attention to itself with a photo touting its new mobile-boarding pass system as it appears to expedite the air travel of al-Qaida leader Osama bin Laden, the world’s most wanted man.

The photo appeared in the LHR News, the company’s internal staff magazine covering London’s Heathrow Airport. The image accompanied an article spelling out the benefits of the mobile-boarding setup, which permits users of mobile digital devices to print out their boarding passes on the fly. The boarding pass reads “Bin Laden/Osama” and appears in the graphic panel of a user’s iPhone. (AT&T reception in remote Pakistani caves is apparently better than anyone might have guessed.)

What’s more, the image features a frequent-flier number for passenger bin Laden — so much for all those airport terrorist watch lists — and has him flying first class on Oct. 26, 2010. As the travel site Gadling.com mused, “sadly, knowing the brilliant minds behind the anti-terror organizations, the terror level will be raised to ‘red hot’ on October 26, 2010, while airport police all over the world try to figure out which airport the most wanted terrorist in the world will be flying to.”

So how did this happen? The short answer is that no one knows — or at least, no one’s telling if they do. A British Airways spokeswoman told ABC News reporter Scott Mayerowitz that “a mistake has been made in this internal publication and we are working to find out how this occurred.” And in response to a follow-up call from Yahoo! News, another spokeswoman for the airline remained firmly on message, saying, “We’re still working to find out how this occurred at this time.”

The gaffe could be the result of a tasteless prank that got out of hand — but current speculation is running toward the theory that it’s the handiwork of a disgruntled employee. British Airways is currently locked in a labor dispute with the union representing its cabin-crew workers, and the strike has grounded flights for thousands of travelers in one of the busiest travel times of the year. At issue in the labor fight is a proposed cut in the base salaries for new flight attendants. The company estimates that it has lost more than $150 million in revenue during the dispute.

Between the union woes and the Osama PR setback, British Airways executives must be fondly reminiscing about last summer, when the major controversy was the airline’s plan to sell ad space on its online boarding passes.

Radical Islam Behind the Flotilla Organizers

The Turkish organization IHH (a Turkish acronym for “humanitarian relief fund”), the force behind the boats attempting to reach Gaza, has a radical Islamic anti-Western orientation and a history of ties with and fund-raising for Hamas.  

A report by the Intelligence and Terrorism Information Center (ITIC) states that in addition to its legitimate philanthropic activities, IHH supports radical Islamic networks, including Hamas, and has supported global jihad elements. In fact, IHH’s “orientation is radical-Islamic and anti-American, and it is close to the Muslim Brotherhood, Hamas’ parent movement. IHH supports Hamas and does not hide the connection between them.”    
Established in 1992 and active in supporting orphans, establishing schools, building mosques, supporting human rights, and the like, IHH has begun in recent years expanding its activities to European countries.
In practice, ITIC states, “besides its legitimate humanitarian activities, IHH supports radical Islamic terrorist networks. In recent years, it has prominently supported Hamas, [and there is] reliable information that in the past IHH provided logistical support and funding to global jihad networks.”
IHH supports Hamas propaganda campaigns in Turkey by organizing public support conferences there, at which senior IHH figures have expressed their support for Hamas and strategy of armed struggle, and their opposition to the policies of the Fatah-run Palestinian Authority.
ITIC further notes that IHH is a member of the Union of Good, an umbrella organization of more than 50 Islamic funds and foundations around the globe that channels money into Hamas institutions in the PA-controlled territories. In January 2008, Israel outlawed 36 associations belonging to the Union of Good, including IHH.
IHH also operates widely throughout Gaza. In January 2009, IHH head Bülent Yildirim met with Khaled Mashaal, chairman of the Hamas political bureau in Damascus, and Mashaal thanked him for the support of his organization.
In 2006, the Danish Institute for International Studies conducted a study on Islamic charity funds and support for terrorism. Over 20% of the study deals with IHH, and it found that IHH had connections with Al-Qaeda and global jihad operatives. In December 1997, Turkish authorities raided IHH offices in Istanbul, finding weapons, explosives, instructions for making homemade bombs, a flag with a jihad message, and documents indicating that IHH members were planning to take part in jihad activities in Afghanistan, Bosnia and Chechnya.
IHH purchased three ships – including the Mavi Marmaris – of the original nine slated to take part in the “humanitarian” effort to Gaza. Its participation in the flotilla is “part of the massive aid it gives Hamas and its desire to make propaganda capital for Hamas and itself,” ITIC states.  On May 21, Muhammad Kaya, head of IHH’s branch office in Gaza, said there was a plan to send flotillas to the Gaza Strip every month.
The ceremony marking the departure of the Mavi Marmaris from Istanbul was organized by IHH. Participating were Ra’ad Salah, head of the northern faction of the Islamic Movement in Israel, as well as Kazem Sawalha, a Hamas activist affiliated with the Muslim Brotherhood who found refuge in Britain. The large crowd held flags of Turkey, the PA, Hamas, and other organizations affiliated with Hamas and radical Islam.

Syria accused of arming Hezbollah from secret bases

Hezbollah is running weapons, including surface-to-surface missiles, from secret arms depots in Syria to its bases in Lebanon, according to security sources.

The Times has been shown satellite images of one of the sites, a compound near the town of Adra, northeast of Damascus, where militants have their own living quarters, an arms storage site and a fleet of lorries reportedly used to ferry weapons into Lebanon.

The military hardware is either of Syrian origin or sent from Iran by sea, via Mediterranean ports, or by air, via Damascus airport. The arms are stored at the Hezbollah depot and then trucked into Lebanon.

“Hezbollah is allowed to operate this site freely,” said a security source. “They often move the arms in bad weather when Israeli satellites are unable to track them.”

Most of the weapons are sent from depots like the one near Adra and then stored at Hezbollah bases in the Bekaa Valley or southern Lebanon.

The revelation adds to growing fears in the West that the regime of Bashar Assad, the President of Syria, is becoming increasingly close to Hezbollah and its main supporter, Iran. Syria has long backed the Lebanese militant group, but until now most of those contacts have taken place on Lebanese soil.There are fears that if Israel and Hezbollah clash again — as happened in August 2006 — Syria could become directly embroiled in the conflict.

Israel reportedly planned recently to bomb one of the arms convoys as it crossed the border into Lebanon, but the operation was called off at the last minute. Western intelligence sources say that the Israelis have yielded — for now — to American diplomatic efforts to persuade Syria to stop the arms transfers. However, the apparent lack of success is increasing the chances that Israel may send a “calibrated signal” to Hezbollah and Syria by launching an airstrike against an arms depot or weapons convoy.

Jihad Makdissi, the spokesman for the Syrian Embassy in London, insisted that all military sites in Syria were exclusive to the Syrian military.

“Syria and Israel remain in a state of war as long as Israel refuses to implement UNSC [United Nations Security Council] resolutions to end the occupation of Arab lands; therefore if these military depots really exist it would be for the exclusive use of the Syrian Army to defend Syrian soil, and it is definitely nobody’s business,” he said.

Arming Hezbollah was banned under the provisions of UN Security Council Resolution 1701, which brought an end to the 2006 war. Since then, however, Hezbollah has managed to replenish its military stocks and the group is thought to have amassed more than 40,000 rockets and missiles, ranging from short-range Katyushas to medium-range M600 missiles and the Soviet-era Scud ballistic missile, which is capable of hitting most big population centres in Israel.

Yossi Baidatz, an Israeli intelligence officer, told the Knesset this month that the amount of arms being sent to Hezbollah by Syria and Iran could no longer be described as “smuggling”. He said it was an “organised and official transfer” of weapons and that the Scuds were “only the tip of the iceberg”.

Syria has denied arming Hezbollah with Scuds, but America and Israel insist they have hard intelligence to the contrary.

The Times has learnt that US and Israeli intelligence agencies suspect that two Scud missiles have entered Lebanon and could be hidden in underground arms depots in the northern Bekaa Valley. One source said there were indications that Hezbollah may even be considering returning the missiles because of the intensified scrutiny.

Western officials have repeatedly urged President Assad to halt the flow of weapons to Hezbollah. John Kerry, the head of the US Senate Foreign Relations Committee, visited Damascus in April and presented the Syrian President with evidence that Scuds had been transferred to Hezbollah, according to Western diplomatic sources. Mr Assad denied the allegations.

Western officials privately say that the Syrian leader is “flat out lying” about the arms transfers.
